FPV Freedom Coalition has updated its bylaws to add Chartering organizations. We are doing this so primary and secondary schools may have students fly outside under Recreational rules. FPV Freedom Coalition Chartering:

The goal of the FPV Freedom Coalition (FPVFC) is to charter organizations to enable under FAA regulations for primary, and secondary schools to fly under 44809 exceptions on school grounds.  The US Congress has a provision in the draft FAA Reauthorization Act of 2023 which allows primary and secondary school attendees to fly under §44809.  To put this into effect, the FAA must either amend a Rule, or at minimum, issue an Advisory Circular.  We hope this will happen in 2024, however, it may not happen until the end of the FAA Reauthorization period of 5 years (2028).  Therefore, FPVFC plans to offer chartering to primary and secondary schools in the USA until the FAA makes chartering redundant.

FPVFC will approve charter requests of Local Teams.  Each Local Team must identify a Local Team Focal Point.  The Local Team Focal Point will be the primary person of communication with the FPVFC national team and other Local Teams and FPVFC Community Based Organization members.  The purpose of communication will be to enhance recreational flying education, safety recommendations and awareness.  The FPVFC will continue its efforts to advocate for our right to to fly small Unmanned Aerial Vehicles and their benefit to STEM education efforts.

  1. Governance:

    1. Local Team Focal Point

      • Members must establish a Focal Point for the Local Team who will communicate with the FPVFC Community Based Organization national team members.

      • Focal Point will work with the FPVFC national team on the Local Team’s application and will alert the FPVFC if the Local Team dissolves.

      • The Focal Point must be older than 18 and must hold an Adult Member or Founder Member status of FPV Freedom Coalition.

      • Minimum number of members is 3.

      • All Local Team members should agree in writing or verbally they will adhere to FPVFC Safety Guidelines.

      • Flying site:  Limited to the grounds of the organization applying for the CBO charter.  For example, if the Arlington High School in Freedom Plains, New York applies for a FPVFC charter, the Local Team members may only fly at Arlington High School grounds to fly under §44809, recreational provisions.

    2. The Local Team has no organizational structure requirements and has no requirement to hold meetings or have bylaws.

  2. Terms:

    1. Membership in the FPV Freedom Coalition is required for the Local Team Focal Point only (see above).  Students who are members of the local chartered organization are not required to be FPV Freedom Coalition members.

    2. No insurance is provided. If any insurance is needed, the Local Team will need to source that themselves.

    3. FPVFC will not publicize the existence of the chartering organization without the Local Team Focal Point’s written permission.

    4. Indemnification.  By signing the FPVFC chartering agreement, the Local Team Focal Point indemnifies FPVFC, its Officers and Board Members from any liability or litigation resulting from actions of the local chartered team members.

  3. Application:

    1. The Local Team Focal Point must provide FPVFC with this information prior to FPVFC approving the Local Team charter:

      • Contact information of the Local Team Focal Point including:

        • Name and physical address of primary or secondary school which the Local Team will fly under as a chartered organization of the FPV Freedom Coalition

        • Local Team Focal Point

          • Full name

          • Email address

          • Physical address if different from mailing address

          • Phone number

          • Date of Birth

      • Provide a copy of acceptance letter by school administration on school letterhead for establishing a local team.
